Prior to 2017, EC procurement frameworks were based on traditional project delivery methods such as BQ and DB contracting options. With the objective of blending EU grants for infrastructure financing, the opportunity arises to incorporate and implement new procurement methods such as DBO which shifts the focus from up-front costs to whole-life costs thereby streamlining the procurement and project delivery process towards long-term efficiencies and cost-savings. Working with SAFEGE/SUEZ and a team of highly seasoned experts, we assessed the technical, economic, legal and procurement frameworks of DBO instruments, surveyed industry stakeholders and providers, and developed guidelines for implementation including on FIDIC review. We implemented two pilot DBO projects on port and transport infrastructure.
